We've come a long way since mid 2002, when we first got wind of plans by the US Navy to trial the so-called Sea Swap programme. This involves flying new crews out to warships while deployed, rather than taking the ships back to the US.

Smelling a slice of the US Navy's US$100 billion per year budget, Western Australian Premier Geoff Gallop sent Mark McGowan MLA to Washington to lobby for Western Australia to host the Sea Swap Programme. Unknown to the people of Australia, the WA Government was successful. In January 2003, the first Sea Swap took place.
